{"id":797,"date":"2024-06-04T08:30:05","date_gmt":"2024-06-04T08:30:05","guid":{"rendered":"https:\/\/www.economic-instability.com\/?page_id=797"},"modified":"2024-06-04T08:56:39","modified_gmt":"2024-06-04T08:56:39","slug":"chapter-6-business-cycles-pump-priming-and-the-role-of-public-expenditures","status":"publish","type":"page","link":"https:\/\/www.economic-instability.com\/?page_id=797","title":{"rendered":"Chapter 7 &#8211; Business Cycles, Pump-Priming and the Role of Public Expenditures"},"content":{"rendered":"<p>This chapter is dedicated to the debates around the notion of the <strong>multiplier<\/strong> and the possibility of <strong>\u201cpump-priming\u201d<\/strong> the economy found a new urgency with the 1937\u20131938 crisis of the American economy.<\/p>\n<p style=\"text-align: left;\">It was in this context that the study of the interaction between the accelerator and the multiplier led to one of the most well-known mathematical models of the business cycle, Samuelson\u2019s <strong>multiplier\u2013accelerator model<\/strong>. Samuelson presented this model after his discussions with Alvin Hansen, and he considered it to be in the continuity of the <a href=\"https:\/\/www.economic-instability.com\/wp-admin\/post.php?post=790&amp;action=edit\">Clark-Frisch debate<\/a> and a simplification of Tinbergen\u2019s macro-dynamics. His contribution was essentially to present a fully functional mathematical model. Integrating two of the most central mechanisms of economic dynamics, completing it with numerical simulations and the identification of different stability regions based on two key parameters: <strong>the marginal propensity to consume<\/strong> and <strong>the marginal <\/strong><strong>propensity to invest.<\/strong><\/p>\n<p>Just like the models developed by Kalecki, Tinbergen and Frisch, it was built with a specific vision whose originality was to give a specific role to public expenditures, a vision which was deeply rooted in the economic events of the late 1930s. It was<br \/>\nin particular directly linked to Hansen\u2019s work developed at that time and his explanation of the sudden 1937 downturn, as well as the debates surrounding the role of budgetary policy as either a <strong>countercyclical measure, a pump-priming tool or a <\/strong><strong>permanent remedy<\/strong>.
